Assistant Professor Kevin C. Chua was invited as an expert speaker for the Regional Forum: Journey to and from the Middle Income Status – the Challenges for Public Sector Managers held on 22-25 April 2014 inShanghai, People’s Republic ofChina. The forum was jointly organized by the Asian Development Bank, the Asia-Pacific Finance andDevelopmentCenter, and the Ministry of Finance, P.R. of China. Dr. Chua presented his work on Cooperatives: Engaging the Community to address the Challenges brought by Middle Income Status, and discussed two themes: first, cooperatives can deliver public goods and services in areas where the government and private sector are unable to adequately provide; and second, cooperatives can serve as enterprises that link the informal to the formal sector of the economy. The regional forum was attended by government officials and ministers from 14 middle-income Asian countries.
