Prof. Shaoan Huang from the Center for economic research attended the symposium with a major topic of national social science called “land property right and compensation system of land expropriation”on Dec 3, 2011. Major invitees were Vice President of southwestern University of finance and economics Mr. Can Liu, The Cheung Kong Scholars and the Dean of College of economics & Management from South China Agricultural University Mr. Biliang Luo, Vice Dean of School of agricultural economics and rural development from People’s University of China Mr. Xinkai Zhu. Sub-topic manager Prof. Jian Wei and Prof. Rui Li also attended this conference.
Prof. Huang firstly reported the overall framework, main content, anticipated objective, emphasis & difficulty, and innovation of this topic. The overall framework and main content consist of four aspects:
1.Regarding to the basic theory, such as land rent theory, property right theory and land property right, definition of public interests, the nature of land property rights.
2.Research on a general standard of compensation for land expropriation.
3.Major problems, how to understand problems and effects that relate to the process of land expropriation.
4.Problems solving, Ideas and policy suggestions about optimization of land expropriation.
Based on the property right theory, the anticipated objective is about proposing a general standard or general method of measurement for the compensation of land expropriation; proposing the negotiation or interest balance mechanism during the process of land expropriation; making a statistical survey and estimation on the welfare status of land-expropriated residents.
Then, Prof. Can Liu, Biliang Luo and Xinkai Zhu evaluated and discussed on the overall framework and main content. They believed that it was appropriate to investigate the compensation system of land expropriation based on the land property right theory, the Center for Economic Research will be able to complete this topic; land expropriation is inevitable in the process of industrialization and modernization in China, so all places have accumulated rich experience; it may be beneficial to explore further if there is an establishment of independent third party land expropriation system; the theoretical analysis and case study can be conducted for some regions that may have the “invisible” land expropriation, it can give specific policy suggestions to have an effective land expropriation system.
